It is. I've seen more than one submission being accepted that used freeplay.
Another thing to keep in mind in favor of Freeplay, with some present day arcades looking to keep their maintenance costs low, more and more of them have been going to an hourly rate and leaving them set to Freeplay
Historically TG's position was that it didn't allow arcade scores submitted that were played on Free Play. I'd question if the old rule was really always strictly enforced though. Under the new TGSAP system the community has generally not been enforcing the old "No Free Play" rule and has been accepting scores done on Free Play, unless there is evidence that Free Play affects the gameplay on the specific game.
That said, if you submit an arcade game done on Free Play, don't be surprised if some people mention it and ask questions about it or even downvote it. However it probably won't prevent your score from being accepted, provided the rest of your submission package is good and it isn't a game where Free Play obviously makes a difference.
Yes I'm with George - some games or makes of games are affected by the coinage settings in addition to any gameplay settings. If the game you're playing on is NOT one that is affected by coinage settings, be prepared to cite that but don't hesitate to submit.

Things are certainly different compared to the old TG. It used to be totally outlawed.
