Maximum Permitted Size for ZIP Attachments

Has the maximum size of a ZIP attachment been changed from 28.61 MB to a much lower value?

Over the past 3-4 weeks, a number of relatively short YouTube videos (less than 10 minutes in length) have been zipped and attached to their respective submission threads, in order to accommodate users who have experienced problems uploading to TG directly.

That option no longer seems to be available.
