You can shrink it quite a bit with Handbrake. The Preset "General -> Very Fast -> 480p30" will probably do it!

I'm not really sure what the rules say about multicarts... but it should be okay since using an Everdrive is allowed, and with that, you don't really know exactly which ROM file is actually being used anyway.
