While the trailer shown at E3 only revealed a few characters in the brief time allotted, the playable build showed quite a few more for players to get their hands on. The current list of confirmed characters includes fan favorites from Dragon Ball, One Piece, Naruto, and most recently, Bleach. Here’s the list of characters confirmed so far for the full release of the game, organized in alphabetical Anime order (for your convenience)

In addition to the main roster, a Create-A-Character option will be presenteed in the full release of the game. It is currently unknown if the ability to make a character will be in the beta, but it's unlikely. According to the Japanese website, 15 of the total 20 playable characaters will be in the Beta. Sanji, Sabo, Killua, Kurapika, and Yugi are sitting this one out, but should be ready for the launch in 2019.
For the final launch, non-playable characters include Light and Ryuk from Deathnote, as well as Akira Toriyama-drawn original characters, Glover, Navigator, Gelena, and Kane. It is currently unknown if these will unlock in the story, but currently, they are non-playable.
So far, in trailers, we’ve only seen Goku and Frieza in their forms from Dragon Ball Z, but there’s still hope to see more transformations and even more characters from the Dragon Ball universe when the game is fully released. Both Naruto and Sasuke seem to have their techniques from the end of Naruto Shippuden, and their appearance seems to be based off that rather than the more recent Boruto. Luffy and Zoro both seem to be post time skip, with Luffy using the Gear 4 transformation. Aizen and Ichigo are both sporting their appearances from the Thousand Year Blood War Arc, so they should have most of their abilities from then as well.
We’ve seen a couple of characters make their appearance in the trailer and promotional material, such as Light Yagami and Ryuk from Death Note, but they aren’t playable, or at least not yet anyway.
