You must use the cartridge variant with Directional Steering to compete on this track.
The Intellivision has two versions of the cartridge for Auto Racing. The mainstream one has "Rotational Steering" and the variant (or more rare version) has "Directional Steering"; meaning that you steer your car in the direction of where the car should head on your TV set. On the "Rotational Steering, you turn your car clockwise or counter-clockwise regardless of the direction your car is facing. This Track is for "Directional Steering" only. The "Directional Steering" version has 5% slower cars that make it through turns easier, but the cars are penalized more harshly when touching the grass than on the "Rotational Steering". It's a different experience.
The cars on the Directional Steering cart are 5% slower, however, the programmer adjusted the clock to move 5% slower. They therefore have "similar" finish times in the game on both carts (so as to not confuse the consumers); but it's not 100% accurate to compare racing on both carts obviously since the conditions for racing are different.
