The games Pete Hahn played, were within 2 weeks of each other on the arcade game 2 versions the Japanese Black Dragon 2,641,500 and American Black Tiger 1,599,350.
As Twin Galaxy members can see the difference of Black Tiger & Black dragon is huge by more than a million points to be exact

If you are playing a console that is A/V or more modern than that, most modern NTSC flatscreens can interpret the PAL signal.Many of them actually display the change onscreen(mine doesn't).If you are trying to play Atari 2600, that's when you really run into a booger.I believe there are also

But straight-up-I'd be totally against a mod that let one switch a system from NTSC to PAL, and vice versa, too much room for error, and also you really do need to go to "the trouble" to play cross region, IMO.

Tom actually did quite a bit of PAL, particularly on PS2-or at least, he has scores listed for PAL(as well as NTSC), on several games, Activision Anthology for one, I believe.
Those particular scores, I have no idea on, and I know I don't quite fit the "who" you are asking, sorry, only
