If people are going to use the haunted house example its worth noting haunted house actually rounded up. To be fai, different tracks might have worked differently, but you cant use haunted house as a precedent to round down. The rules explicilty state 11 is the lowest time they'll accept since thats all thats possible. Yet even then it was known slightly under 11 is possible. So the rules on hauntd house actually required the top players to round up.

It is unfortunate the rules here (nor global default rules) DO NOT clearly state how to treat the rounding of "Whole seconds".
The 2600 Adventure speedrun rule set track is a great example of straight-forward clear and concise rules. (rounding down in this case)
