They're not straight-forward, they're often not pleasant experiences for the submitter. It's the nature of the current beast, unfortunately. Regular adjudicators know this and many will avoid bothering because of penalties for the adjudicator in the TGSAP system when the time is eventually disputed by someone else (long story - just reference that multiple individuals that can adjudicate purposely avoid them).
Start and end times match the OP's description: 20:24 - 5:27 = 14:57.
I am new to Twin Galaxies so forgive me if I pose some dumb questions. But I was watching this video of the Super C run and the sound doesn't match up with the video and the video is missing frames or something because alot of the time you cant even see the bullets. I had to watch a second time because I didn't see how he got the Fire Shot power up. Since I know the game well I know where he got it but the power up was not visible on the video. Is this normal for videos?
There is a delay between the Elgato Capture Card and the Webcam from the computer. If you use a capture card, which most do, it is impossible to get it to match 100%. Unfortunately when you go to great lengths to show people you are being honest, you great criticized and questioned for being suspicious.
I will meet up with anyone, any time, any day, and anywhere close to where I live if people want verification. This record is nothing. I can routinely get 14:40s. I have seen as low as high 12s. This really isn't anything special.

As for the new submission, record as normal using the split timer as you have been. Then replay it and make sure the time stamps in the video (from the split timer) jive with the elapsed time in the video. If a 14min run begins at 1:00 in the video and ends at 15:00 it's good to go. This is a good quality control measure but it's certainly not necessary. Finally, if you believe the split timer is accurate, then just round it to the nearest second and submit that value to TG.
