That's just a rough understanding on things as I helped research some of the paperwork they had to sign. Someone with better understanding than me would have to comment further.

You are no doubt making reference to COPPA (Children's Online Privacy Protection Act) which does state that a child under the age of 13 must have parental electronic validation to join a site/server/forum, etc. However to submit a score to TG would not in any way be a COPPA violation no more than appearing in a newspaper would be. Checked the law thoroughly on this, by the way.

Yes COPPA. I mistyped.

Submitting a score to TG would be a problem because they have to register for the site which registers them for the forum. Children under 13 can't register for the site. Which is why it has to be done through the parents. In addition, TGI is also looking to protect children as well so some of the standards that are in place are more protective than others. It's in the best interest of the child, which I appreciate having a 12 year old myself.

Signing up on main site doesn't sign you up for the forums.
