That's just a rough understanding on things as I helped research some of the paperwork they had to sign. Someone with better understanding than me would have to comment further.
If I am not mistaken COPA was struck down in 2007 by the US Supreme Court as being in violation of the First and Fifth Amendments of the United States Constitution.

You are no doubt making reference to COPPA (Children's Online Privacy Protection Act) which does state that a child under the age of 13 must have parental electronic validation to join a site/server/forum, etc. However to submit a score to TG would not in any way be a COPPA violation no more than appearing in a newspaper would be. Checked the law thoroughly on this, by the way.
