Colem/Settings in beginning, race at 8:38.
Had to do a double take on the result screen, this is much faster than the hardware time, and it was a bad race, I was complaining a lot.
Still working on figuring this one out. If I can beat many more of the hardware times like this, mebbe it's strategy, not region, and mebbe I CAN catch the real hardware times on my NTSC machine.
