Darkwing Robot and escape the boss room to complete the game. You can use Continues if needed but that can effect your overall time of course. Run from 0:29 (Screen begins to fade) to 57:04 (Exit the final boss room).
Man, I thought this would be a nice fun challenge to see if I could complete this game but oh boy, this so called game has some of the worst controls EVER!
