I have to vote no on this. I think it's apparent that this track was meant to be played on hard.

Paperboy has 3 difficulty settings: Easy Street, Middle Road and The Hard Way.
While the rules do say,"Difficulty = Medium Hard" and no such setting exists, the name of the track includes The Hard Way. Since the difficulty can't be both medium and hard, it seems that leaving medium in the description was an oversight. Since this submission was played on medium it doesn't qualify for this track.
