Profile Picture upload button/ setting? Where did it go?

I wanted to change my profile picture, so I hit delete in my profile to assume it would give me the option to upload a new one. Nope. And I can't find anywhere in the settings how to re- upload or change my profile picture. Help anyone? Did it go away this a update?

    You just go to your profile page and mouse over your profile picture

    Also if you don’t see an upload button for some reason you can try dragging your picture onto your profile slot on your profile page
