The reveal of the unexpected name and soft reboot nature of the new title came by the way of content creator LongSensation who posted that the 2019 edition of the franchise will be called Call of Duty: Modern Warfare. This name was further confirmed by Kotaku's Jason Schreier, who has correctly reported a vast amount of leaked information regarding the franchise in the past.

I can confirm this is true, and that it's hilarious. The first one was "Call of Duty 4: Modern Warfare" so obviously the fourth one is "Call of Duty: Modern Warfare." Video games are absurd https://t.co/Ghb1m2srC4

While the exact details of how this new Call of Duty: Modern Warfare soft reboot will be like still are unknown, it does look to stomp out the rumors that the 2019 entry would be Modern Warfare 4.

This new soft reboot name also has caused plenty of confusion in the community, as it directly uses the name that past entries in the franchise have used with Call of Duty 4: Modern Warfare and Call of Duty: Modern Warfare Remastered. From jokes focusing on feeling sorry for parents who will be confused as to which game to buy their kids when they are asked to comparisons to the redundant names of The Fast and the Furious movie franchise, the reveal of the name and soft reboot nature of the new title was met with plenty of reactions.
